Public and Private universities
Most universities and colleges in Germany are public, i.e. they receive funding from the federal government. Some are also financed by the Protestant or Catholic Church. In addition to these subsidised institutions, there are now more than 100 private Universities and colleges which confer officially recognized degrees. A majority of these are universities of applied sciences.
Most students in Germany are enrolled at public universities. Only three percent of all students attend a private institution, perhaps due to the fact that private colleges and universities tend to charge high tuition fees. The quality of instruction at both types of universities, however, is comparably high.

There are several scholarship opportunities possible for students for studying there:
DAAD Scholarship Programs DAAD (Deutscher Akademischer Austauschdienst) or the German Academic Exchange Service is a joint organisation of Germany's higher education institutions, responsible in promoting international academic relations.
TUM - Scholarships for International Students Scholarship Link Scholarship Amount: €500 - €1,500 per semester. Eligible Degree: Undergraduate programs and graduate studies. The Technical University of Munich offers a merit-based scholarship for international students taking up undergraduate or graduate programs at the university.
The Friedrich-Ebert-Stiftung scholarship is for German and international students who are taking their Bachelors, Masters, or PhD studies in Germany and have socio-political goals. Students who get accepted will receive up to €744 per month, as well as a flat-rate student fee of €300 euros."
